FOUNDED WITH PURPOSE HREC was founded in 1996 by a group of Hispanic American and migrant business people who wanted to see real changes by ensuring that minorities gained access to contracts and opportunities by developing new and fairer procedures for public bidding and requisition.
ADVOCACY FOR US BY US HREC has relationships with key stakeholders to bring about reform in contract procurement procedures. Those entities include: federal, state and local government officials, Department of Housing and Urban Development (HUD), Small Business Administration (SBA), Department of Transportation, New York and New Jersey Port Authority and New York City Housing Authority.
